- Hung Cao Navy nomination announcement: Trump's post and Associated Press reporting established that he said he would nominate the acting Navy secretary, but no White House nomination transmission or Senate nomination record was located by cutoff. The announcement remains a personnel intention rather than a formal nomination action.
- Congressional stopgap funding bill: The bill had passed Congress but was not signed by cutoff. Enactment, a veto or another operative development will be recorded rather than presenting pending legislation as funding already in force.
- SBA commercialization benchmark and narrow Federal Register actions: The SBIR/STTR benchmark affects only firms exceeding 25 Phase II awards in five years and remained open for comment before its future effective date.
